Short Bio:

Paul Eliopoulos is Director of Information Technology at the City of Philadelphia and an Adjunct Professor at IGlobal University who has served as an Executive Consultant in Technology and Management and as the Chief Information Officer (CIO) of the Metropolitan Police Department of the District of Columbia.   He has over 30 years of international executive experience in Information Technology, change management, business strategy and process re-engineering, and management consulting involving complex global implementations in law enforcement, health care, airlines and defense, among other industries.

 

Professor Eliopoulos has lived and worked in Europe, West Asia and North Africa.   During his career, he has held executive positions at a number of international firms, including AT&T, Arthur Andersen, Ernst & Young, Cambridge Technology Partners and Lagan.

 

He is a Federal Certified CIO (US), Chartered Information Technology Professional (UK), Certified Information Systems Auditor (US), and a Certified Computer Professional (US); a senior member of the American Society for Quality from which he holds his Six Sigma Black Belt, a member of the British Computer Society, and the International Association of Chiefs of Police.   He is certified as a CIO in the District of Columbia (2005), has earned a MBA from the New York Institute of Technology (2005) and a Federal CIO Certificate from Carnegie Mellon University (2007).

 

Paul Eliopoulos serves as Executive Vice President and founding member of the Board of KDK, an international NGO.  He is a recipient of the Meritorious Service Medal by the Metropolitan Police Department.
